La d\u00e9cision de d\u00e9lignitiser, ou de supprimer progressivement les centrales au lignite, constitue l&#039;un des d\u00e9fis environnementaux et \u00e9nerg\u00e9tiques les plus importants du pays. Alors que le pays cherche \u00e0 r\u00e9duire son empreinte carbone et \u00e0 s&#039;aligner sur les objectifs climatiques de l&#039;Union europ\u00e9enne, des sources d&#039;\u00e9nergie alternatives sont recherch\u00e9es pour remplacer le lignite. L&#039;\u00e9nergie nucl\u00e9aire est une option d\u00e9battue au niveau international, mais qui reste controvers\u00e9e. Dans cet article, nous examinerons si l&#039;\u00e9nergie nucl\u00e9aire pourrait faire partie de la solution \u00e0 la d\u00e9lignification de la Gr\u00e8ce.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">L&#039;\u00e9tat actuel de la d\u00e9lignification en Gr\u00e8ce<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Le calendrier et les objectifs<\/h3>\n<p class=\"whitespace-normal\">En 2019, le gouvernement grec a annonc\u00e9 un plan ambitieux de d\u00e9lignification compl\u00e8te d&#039;ici 2028, un calendrier qui a ensuite \u00e9t\u00e9 acc\u00e9l\u00e9r\u00e9 \u00e0 2025. Selon ce plan, toutes les centrales au lignite doivent \u00eatre progressivement ferm\u00e9es, \u00e0 l&#039;exception de la centrale Ptolemaida V en construction, qui fonctionnera initialement au lignite puis sera convertie au gaz naturel.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Les d\u00e9fis de la transition<\/h3>\n<p class=\"whitespace-normal\">La Dans un pays d\u00e9j\u00e0 confront\u00e9 \u00e0 des probl\u00e8mes de p\u00e9nurie d&#039;eau et aux impacts croissants du changement climatique, la disponibilit\u00e9 des ressources en eau pour refroidir les r\u00e9acteurs nucl\u00e9aires pourrait constituer un facteur limitant.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Placement<\/h3>\n<p class=\"whitespace-normal\">Trouver un emplacement appropri\u00e9 pour une centrale nucl\u00e9aire en Gr\u00e8ce est extr\u00eamement compliqu\u00e9, compte tenu :<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">La forte densit\u00e9 de population dans les zones c\u00f4ti\u00e8res<\/li>\n<li class=\"whitespace-normal break-words\">La valeur touristique et environnementale de nombreuses zones<\/li>\n<li class=\"whitespace-normal break-words\">La n\u00e9cessit\u00e9 d&#039;un raccordement au r\u00e9seau \u00e9lectrique<\/li>\n<li class=\"whitespace-normal break-words\">Les exigences relatives aux zones d&#039;exclusion et aux plans d&#039;\u00e9vacuation<\/li>\n<\/ul>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Param\u00e8tres \u00e9conomiques<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Co\u00fbts d&#039;investissement et financement<\/h3>\n<p class=\"whitespace-normal\">Le co\u00fbt de construction d&#039;une centrale nucl\u00e9aire moderne est estim\u00e9 entre 6 et 9 milliards d&#039;euros pour une unit\u00e9 de taille moyenne (1 \u00e0 1,5 GW). \u00c0 l&#039;heure o\u00f9 la Gr\u00e8ce tente de ma\u00eetriser sa dette publique, un tel investissement n\u00e9cessiterait un financement international important et, \u00e9ventuellement, des partenariats public-priv\u00e9.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">D\u00e9lai de mise en \u0153uvre<\/h3>\n<p class=\"whitespace-normal\">De la conception \u00e0 la mise en service d&#039;une centrale nucl\u00e9aire, il faut g\u00e9n\u00e9ralement compter entre 10 et 15 ans. Compte tenu de l&#039;objectif de d\u00e9lignification d&#039;ici 2028, l&#039;\u00e9nergie nucl\u00e9aire ne peut constituer une solution imm\u00e9diate pour remplacer le lignite.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Comp\u00e9titivit\u00e9 des co\u00fbts<\/h3>\n<p class=\"whitespace-normal\">Bien que les co\u00fbts d\u2019exploitation des centrales nucl\u00e9aires soient relativement faibles, le co\u00fbt total de production (LCOE \u2013 Levelized Cost of Energy) reste sup\u00e9rieur \u00e0 celui des sources d\u2019\u00e9nergie renouvelables, notamment l\u2019\u00e9olien et le solaire, dont les co\u00fbts continuent de baisser.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Solutions alternatives \u00e0 la d\u00e9lignification<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">D\u00e9veloppement des sources d&#039;\u00e9nergie renouvelables (SER)<\/h3>\n<p class=\"whitespace-normal\">La Gr\u00e8ce dispose d\u2019un potentiel extr\u00eamement \u00e9lev\u00e9 en mati\u00e8re de sources d\u2019\u00e9nergie renouvelables :<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">\u00c9nergie solaire : Avec plus de 2 800 heures d\u2019ensoleillement par an, la Gr\u00e8ce fait partie des pays ayant le plus fort potentiel solaire d\u2019Europe.<\/li>\n<li class=\"whitespace-normal break-words\">\u00c9nergie \u00e9olienne : des r\u00e9gions comme la mer \u00c9g\u00e9e offrent d\u2019excellentes conditions pour les parcs \u00e9oliens, tant terrestres qu\u2019en mer.<\/li>\n<li class=\"whitespace-normal break-words\">\u00c9nergie g\u00e9othermique : Des r\u00e9gions comme Lesbos, Nisyros et Milos ont un potentiel g\u00e9othermique important.<\/li>\n<li class=\"whitespace-normal break-words\">Hydro\u00e9lectricit\u00e9 : Il existe des possibilit\u00e9s d\u2019expansion pour les projets hydro\u00e9lectriques de grande et de petite taille.<\/li>\n<\/ul>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Syst\u00e8mes de stockage d&#039;\u00e9nergie<\/h3>\n<p class=\"whitespace-normal\">Pour faire face \u00e0 la variabilit\u00e9 des \u00e9nergies renouvelables, la Gr\u00e8ce peut d\u00e9velopper des syst\u00e8mes de stockage d\u2019\u00e9nergie :<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">Stockage par pompage : projets tels que le complexe d&#039;Amfilochia (680 MW) et d&#039;Amari, en Cr\u00e8te (90 MW).<\/li>\n<li class=\"whitespace-normal break-words\">Batteries \u00e0 grande \u00e9chelle : leur co\u00fbt diminue constamment, ce qui les rend \u00e9conomiquement viables.<\/li>\n<li class=\"whitespace-normal break-words\">Hydrog\u00e8ne vert : Production d&#039;hydrog\u00e8ne par \u00e9lectrolyse \u00e0 partir d&#039;EnR pour stockage \u00e0 long terme.<\/li>\n<\/ul>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Interconnexions et r\u00e9seaux intelligents<\/h3>\n<p class=\"whitespace-normal\">Le renforcement des interconnexions avec les pays et \u00eeles voisins, comme le projet de \u00ab\u00a0Grande Interconnexion\u00a0\u00bb des Cyclades et de la Cr\u00e8te, peut am\u00e9liorer l&#039;utilisation des \u00e9nergies renouvelables et renforcer la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique. Parall\u00e8lement, les r\u00e9seaux intelligents permettent une gestion plus efficace de l&#039;offre et de la demande d&#039;\u00e9lectricit\u00e9.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Le gaz naturel comme combustible de transition<\/h3>\n<p class=\"whitespace-normal\">Le gaz naturel, avec des \u00e9missions de CO2 inf\u00e9rieures d&#039;environ 501 TP3T \u00e0 celles du lignite, peut constituer un combustible de transition. Des projets tels que le gazoduc East Med et les terminaux de gaz naturel liqu\u00e9fi\u00e9 (GNL) d&#039;Alexandroupolis et de Revithoussa renforcent cette perspective.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Exp\u00e9riences et exemples internationaux<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Pays adoptant l&#039;\u00e9nergie nucl\u00e9aire<\/h3>\n<p class=\"whitespace-normal\">Des pays comme la France (70% de production d\u2019\u00e9lectricit\u00e9 nucl\u00e9aire), la Finlande (nouveau r\u00e9acteur Olkiluoto 3) et le Royaume-Uni (extension de Hinkley Point) continuent d\u2019investir dans l\u2019\u00e9nergie nucl\u00e9aire dans le cadre de leur strat\u00e9gie de d\u00e9carbonation.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Les pays qui rejettent l&#039;\u00e9nergie nucl\u00e9aire<\/h3>\n<p class=\"whitespace-normal\">En revanche, l\u2019Allemagne a ferm\u00e9 ses derniers r\u00e9acteurs nucl\u00e9aires en 2023, l\u2019Italie a rejet\u00e9 le nucl\u00e9aire lors d\u2019un r\u00e9f\u00e9rendum en 2011, tandis que l\u2019Autriche et le Danemark ont \u00e9galement exclu cette option, privil\u00e9giant les \u00e9nergies renouvelables et l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">L&#039;exemple du Portugal<\/h3>\n<p class=\"whitespace-normal\">Le Portugal, un pays de taille et d\u2019\u00e9conomie similaires \u00e0 la Gr\u00e8ce, a atteint une p\u00e9n\u00e9tration impressionnante des \u00e9nergies renouvelables (plus de 60% de production d\u2019\u00e9lectricit\u00e9) sans \u00e9nergie nucl\u00e9aire, en investissant dans des parcs \u00e9oliens et photovolta\u00efques, ainsi que dans des projets de stockage.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Cadre juridique et r\u00e9glementaire<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">l\u00e9gislation grecque<\/h3>\n<p class=\"whitespace-normal\">Bien qu&#039;il n&#039;existe aucune interdiction explicite, le cadre juridique grec ne pr\u00e9voit pas de dispositions sp\u00e9cifiques pour le d\u00e9veloppement d&#039;installations de production d&#039;\u00e9nergie nucl\u00e9aire. Des initiatives l\u00e9gislatives de grande envergure et la cr\u00e9ation d&#039;une autorit\u00e9 de r\u00e9gulation sp\u00e9cialis\u00e9e en mati\u00e8re de s\u00fbret\u00e9 nucl\u00e9aire seraient n\u00e9cessaires.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">cadre europ\u00e9en<\/h3>\n<p class=\"whitespace-normal\">L&#039;Union europ\u00e9enne a r\u00e9cemment inclus l&#039;\u00e9nergie nucl\u00e9aire dans sa \u00ab\u00a0taxonomie verte\u00a0\u00bb en tant qu&#039;investissement durable sous certaines conditions, reconnaissant ainsi sa contribution \u00e0 la lutte contre le changement climatique. Toutefois, la d\u00e9cision finale quant \u00e0 son utilisation rel\u00e8ve de la responsabilit\u00e9 des \u00c9tats membres.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">trait\u00e9s internationaux<\/h3>\n<p class=\"whitespace-normal\">La Gr\u00e8ce a sign\u00e9 le Trait\u00e9 sur la non-prolif\u00e9ration des armes nucl\u00e9aires et est membre de l\u2019Agence internationale de l\u2019\u00e9nergie atomique (AIEA), participant activement aux efforts internationaux visant \u00e0 promouvoir l\u2019utilisation s\u00fbre de la technologie nucl\u00e9aire.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Acceptation sociale et d\u00e9bat public<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">L&#039;opinion publique en Gr\u00e8ce<\/h3>\n<p class=\"whitespace-normal\">Les sondages montrent qu&#039;une majorit\u00e9 de Grecs s&#039;opposent au d\u00e9veloppement de l&#039;\u00e9nergie nucl\u00e9aire dans le pays, les inqui\u00e9tudes portant sur la s\u00e9curit\u00e9 et la gestion des d\u00e9chets. La proximit\u00e9 de la centrale nucl\u00e9aire de Kozloduy, en Bulgarie, suscite d\u00e9j\u00e0 des inqui\u00e9tudes dans le nord de la Gr\u00e8ce.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">La n\u00e9cessit\u00e9 d\u2019un dialogue \u00e9clair\u00e9<\/h3>\n<p class=\"whitespace-normal\">Toute discussion sur l&#039;introduction de l&#039;\u00e9nergie nucl\u00e9aire dans le mix \u00e9nerg\u00e9tique grec n\u00e9cessiterait un d\u00e9bat public approfondi, transparent et scientifiquement fond\u00e9. L&#039;information et la participation des communaut\u00e9s locales sont essentielles pour garantir un consensus social.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Conclusions<\/h2>\n<p class=\"whitespace-normal\">La d\u00e9lignification en Gr\u00e8ce est un processus complexe qui n\u00e9cessite une planification minutieuse et une combinaison de technologies et de politiques diff\u00e9rentes.
