Malgr\u00e9 leurs avantages en termes de faibles \u00e9missions de carbone et de rendement \u00e9lev\u00e9, les co\u00fbts \u00e9conomiques de leur construction et de leur maintenance font l&#039;objet d&#039;un d\u00e9bat intense. Dans cet article, nous examinerons de plus pr\u00e8s les co\u00fbts de construction et de maintenance d&#039;une centrale nucl\u00e9aire, ainsi que les facteurs qui les influencent.<\/p>\n<h2>Le co\u00fbt de construction d&#039;une centrale nucl\u00e9aire<\/h2>\n<h3>Co\u00fbt initial en capital<\/h3>\n<p>Le co\u00fbt de construction d&#039;une centrale nucl\u00e9aire est extr\u00eamement \u00e9lev\u00e9 et constitue la majeure partie de l&#039;investissement total. Selon les donn\u00e9es les plus r\u00e9centes, ce co\u00fbt varie de <strong>6 \u00e0 9 milliards d&#039;euros<\/strong> pour les centrales de taille moyenne (1 000 MW) dans les pays d\u00e9velopp\u00e9s.<\/p>\n<p>Plus pr\u00e9cis\u00e9ment, le co\u00fbt de construction comprend :<\/p>\n<ol>\n<li><strong>Conception et \u00e9tudes<\/strong>: 5-10% du co\u00fbt total<\/li>\n<li><strong>Construction d&#039;installations<\/strong>: 35-45% du co\u00fbt total<\/li>\n<li><strong>Achat et installation d&#039;\u00e9quipements<\/strong>: 30-40% du co\u00fbt total<\/li>\n<li><strong>Syst\u00e8mes de s\u00e9curit\u00e9<\/strong>: 15-25% du co\u00fbt total<\/li>\n<\/ol>\n<h3>Facteurs affectant les co\u00fbts de construction<\/h3>\n<p>Les co\u00fbts de construction peuvent varier consid\u00e9rablement en fonction de plusieurs facteurs :<\/p>\n<h4>Localisation et pays<\/h4>\n<p>Dans les \u00e9conomies en d\u00e9veloppement comme la Chine et l&#039;Inde, les co\u00fbts de production peuvent \u00eatre inf\u00e9rieurs de 20 \u00e0 30 % \u00e0 ceux des \u00c9tats-Unis ou de l&#039;Europe, principalement en raison de co\u00fbts de main-d&#039;\u0153uvre plus faibles. Cependant, dans la plupart des pays europ\u00e9ens, le durcissement des r\u00e9glementations de s\u00e9curit\u00e9 a entra\u00een\u00e9 une augmentation des co\u00fbts de production de 15 \u00e0 20 % au cours de la derni\u00e8re d\u00e9cennie.<\/p>\n<h4>Type de r\u00e9acteur<\/h4>\n<p>Les diff\u00e9rents types de r\u00e9acteurs ont des co\u00fbts diff\u00e9rents :<\/p>\n<ul>\n<li><strong>R\u00e9acteurs \u00e0 eau sous pression (REP)<\/strong>: 5 \u00e0 8 milliards d&#039;euros<\/li>\n<li><strong>R\u00e9acteurs \u00e0 eau bouillante avanc\u00e9s (REBA)<\/strong>: 6 \u00e0 9 milliards d&#039;euros<\/li>\n<li><strong>Petits r\u00e9acteurs modulaires (SMR)<\/strong>: 1 \u00e0 3 milliards d&#039;euros (pour des installations de 300 \u00e0 400 MW)<\/li>\n<\/ul>\n<h4>Cadre r\u00e9glementaire<\/h4>\n<p>Le renforcement des r\u00e9glementations de s\u00e9curit\u00e9 suite aux accidents de Tchernobyl et de Fukushima a entra\u00een\u00e9 une augmentation significative des co\u00fbts de construction. Plus pr\u00e9cis\u00e9ment, ces nouvelles r\u00e9glementations ont ajout\u00e9 entre 1,5 et 2 milliards d&#039;euros au co\u00fbt total des centrales nucl\u00e9aires modernes.<\/p>\n<h2>Le co\u00fbt de maintenance d&#039;une centrale nucl\u00e9aire<\/h2>\n<h3>D\u00e9penses d&#039;exploitation<\/h3>\n<p>Les co\u00fbts d\u2019exploitation annuels d\u2019une centrale nucl\u00e9aire typique varient entre <strong>100 et 200 millions d&#039;euros<\/strong>Il s&#039;agit notamment de :<\/p>\n<ol>\n<li><strong>Carburant<\/strong>:15-25% de d\u00e9penses d&#039;exploitation<\/li>\n<li><strong>Personnel<\/strong>: 30-40% de d\u00e9penses d&#039;exploitation<\/li>\n<li><strong>Entretien et r\u00e9parations<\/strong>:20-30% des d\u00e9penses d&#039;exploitation<\/li>\n<li><strong>Co\u00fbts d&#039;assurance et de r\u00e9glementation<\/strong>:10-15% de d\u00e9penses d&#039;exploitation<\/li>\n<li><strong>Traitement des d\u00e9chets<\/strong>:5-10% des d\u00e9penses d&#039;exploitation<\/li>\n<\/ol>\n<h3>Co\u00fbts du carburant<\/h3>\n<p>L&#039;uranium, principal combustible des r\u00e9acteurs nucl\u00e9aires, a un prix relativement stable par rapport aux combustibles fossiles. Une centrale nucl\u00e9aire classique de 1\u00a0000 MW n\u00e9cessite environ 20 \u00e0 25 tonnes d&#039;uranium enrichi par an, pour un co\u00fbt d&#039;environ 20 \u00e0 30 millions d&#039;euros.<\/p>\n<p>Il convient de noter que les co\u00fbts du combustible ne repr\u00e9sentent que 15 \u00e0 251 TP3T des co\u00fbts d\u2019exploitation totaux, contrairement aux centrales \u00e0 combustibles fossiles o\u00f9 les co\u00fbts du combustible peuvent constituer jusqu\u2019\u00e0 801 TP3T des co\u00fbts d\u2019exploitation.<\/p>\n<h3>Frais de personnel<\/h3>\n<p>Une centrale nucl\u00e9aire typique emploie entre 400 et 700 travailleurs \u00e0 temps plein, pour un co\u00fbt salarial annuel d&#039;environ 40 \u00e0 60 millions d&#039;euros. Le personnel comprend des ing\u00e9nieurs, des techniciens, du personnel de s\u00e9curit\u00e9, du personnel administratif et des scientifiques sp\u00e9cialis\u00e9s.<\/p>\n<h3>Co\u00fbts de gestion des d\u00e9chets<\/h3>\n<p>La gestion des d\u00e9chets radioactifs repr\u00e9sente un d\u00e9fi majeur et un co\u00fbt important. Les co\u00fbts annuels de gestion des d\u00e9chets varient de 5 \u00e0 15 millions d&#039;euros, selon la r\u00e9glementation locale et les installations de stockage disponibles.<\/p>\n<h2>Prolongation de la dur\u00e9e de vie et d\u00e9mant\u00e8lement<\/h2>\n<h3>Co\u00fbt de prolongation de la dur\u00e9e de vie<\/h3>\n<p>De nombreuses centrales nucl\u00e9aires sont con\u00e7ues pour durer de 40 \u00e0 60 ans. Cependant, gr\u00e2ce \u00e0 des am\u00e9liorations appropri\u00e9es, leur dur\u00e9e de vie peut \u00eatre prolong\u00e9e. Le co\u00fbt de ces am\u00e9liorations varie de 500 millions \u00e0 1,5 milliard d&#039;euros, selon l&#039;\u00e2ge et l&#039;\u00e9tat de la centrale.<\/p>\n<h3>Co\u00fbts de d\u00e9mant\u00e8lement<\/h3>\n<p>Le d\u00e9mant\u00e8lement d&#039;une centrale nucl\u00e9aire est un processus long et co\u00fbteux. Son co\u00fbt varie de 101 \u00e0 151 TP3T du co\u00fbt de construction initial, soit environ 500 millions \u00e0 1,2 milliard d&#039;euros pour une centrale classique de 1\u00a0000 MW.<\/p>\n<p>Le processus de d\u00e9mant\u00e8lement peut prendre de 15 \u00e0 30 ans et comprend :<\/p>\n<ol>\n<li><strong>\u00c9limination du carburant<\/strong>: 1-2 ans<\/li>\n<li><strong>D\u00e9mant\u00e8lement des installations non nucl\u00e9aires<\/strong>: 2-5 ans<\/li>\n<li><strong>D\u00e9mant\u00e8lement du r\u00e9acteur<\/strong>: 5-10 ans<\/li>\n<li><strong>D\u00e9contamination et restauration du site<\/strong>: 5-10 ans<\/li>\n<\/ol>\n<h2>Comparaison avec d&#039;autres sources d&#039;\u00e9nergie<\/h2>\n<p>En comparant le co\u00fbt total de la production d&#039;\u00e9nergie (y compris la construction et la maintenance), les centrales nucl\u00e9aires ont :<\/p>\n<ul>\n<li><strong>Co\u00fbt de construction initial plus \u00e9lev\u00e9<\/strong> \u00e0 partir de centrales au gaz naturel et au charbon<\/li>\n<li><strong>Des co\u00fbts d&#039;exploitation r\u00e9duits<\/strong> des centrales \u00e0 combustibles fossiles<\/li>\n<li><strong>Co\u00fbt total comparable de la production d&#039;\u00e9nergie<\/strong> avec des sources d&#039;\u00e9nergie renouvelables telles que l&#039;\u00e9olien et le solaire<\/li>\n<\/ul>\n<p>Le co\u00fbt moyen de production par kilowattheure (kWh) est de :<\/p>\n<ul>\n<li><strong>\u00c9nergie nucl\u00e9aire<\/strong>: 0,06-0,09 euros\/kWh<\/li>\n<li><strong>Gaz naturel<\/strong>: 0,05-0,10 euros\/kWh<\/li>\n<li><strong>Carbone<\/strong>: 0,07-0,12 euros\/kWh<\/li>\n<li><strong>L&#039;\u00e9nergie \u00e9olienne<\/strong>: 0,04-0,08 euros\/kWh<\/li>\n<li><strong>\u00c9nergie solaire<\/strong>: 0,03-0,10 euros\/kWh<\/li>\n<\/ul>\n<h2>\u00c9tudes de cas<\/h2>\n<h3>Flamanville 3 (France)<\/h3>\n<p>Le r\u00e9acteur de Flamanville 3, en France, est un exemple flagrant de d\u00e9passement de co\u00fbts et de calendrier. Initialement estim\u00e9 \u00e0 3,3 milliards d&#039;euros pour une date d&#039;ach\u00e8vement pr\u00e9vue en 2012, son co\u00fbt a d\u00e9pass\u00e9 les 12,7 milliards d&#039;euros, le d\u00e9marrage ayant \u00e9t\u00e9 report\u00e9 \u00e0 plusieurs reprises.<\/p>\n<h3>Hinkley Point C (Royaume-Uni)<\/h3>\n<p>La centrale de Hinkley Point C, au Royaume-Uni, dot\u00e9e de deux r\u00e9acteurs d&#039;une capacit\u00e9 totale de 3\u00a0200 MW, a un co\u00fbt de construction estim\u00e9 entre 25 et 30 milliards d&#039;euros. Ce co\u00fbt \u00e9lev\u00e9 s&#039;explique en partie par les exigences de s\u00e9curit\u00e9 strictes et la complexit\u00e9 du projet.<\/p>\n<h3>Barakah (\u00c9mirats Arabes Unis)<\/h3>\n<p>En revanche, la centrale nucl\u00e9aire de Barakah aux \u00c9mirats arabes unis, avec quatre r\u00e9acteurs d&#039;une capacit\u00e9 totale de 5 600 MW, a co\u00fbt\u00e9 environ 20 \u00e0 25 milliards d&#039;euros, pr\u00e9sentant une construction plus \u00e9conomique gr\u00e2ce \u00e0 l&#039;exp\u00e9rience des fabricants sud-cor\u00e9ens et \u00e0 des co\u00fbts de main-d&#039;\u0153uvre inf\u00e9rieurs.<\/p>\n<h2>D\u00e9fis \u00e9conomiques et perspectives d&#039;avenir<\/h2>\n<h3>Risques de financement et d&#039;investissement<\/h3>\n<p>Le financement des centrales nucl\u00e9aires repr\u00e9sente un d\u00e9fi majeur en raison des co\u00fbts initiaux \u00e9lev\u00e9s et des longs d\u00e9lais d&#039;amortissement. Les taux d&#039;emprunt pour les projets nucl\u00e9aires sont g\u00e9n\u00e9ralement sup\u00e9rieurs de 2 \u00e0 3 points de pourcentage \u00e0 ceux des \u00e9nergies renouvelables, ce qui refl\u00e8te un risque d&#039;investissement plus \u00e9lev\u00e9.<\/p>\n<h3>D\u00e9veloppements technologiques et r\u00e9duction des co\u00fbts<\/h3>\n<p>Les nouvelles technologies, telles que les petits r\u00e9acteurs modulaires (PRM), promettent de r\u00e9duire consid\u00e9rablement les co\u00fbts de construction et de maintenance. Les PRM pr\u00e9sentent les caract\u00e9ristiques suivantes\u00a0:<\/p>\n<ul>\n<li><strong>Co\u00fbt initial inf\u00e9rieur<\/strong>: 1 \u00e0 3 milliards d&#039;euros<\/li>\n<li><strong>Temps de construction plus court<\/strong>: 3 \u00e0 5 ans contre 7 \u00e0 10 ans pour les r\u00e9acteurs conventionnels<\/li>\n<li><strong>Fonctionnalit\u00e9s de s\u00e9curit\u00e9 am\u00e9lior\u00e9es<\/strong><\/li>\n<li><strong>Une plus grande flexibilit\u00e9 d&#039;installation et d&#039;exploitation<\/strong><\/li>\n<\/ul>\n<h2>Conclusions<\/h2>\n<p>La construction et la maintenance d&#039;une centrale nucl\u00e9aire n\u00e9cessitent des investissements financiers importants et une planification \u00e0 long terme. Les co\u00fbts de construction initiaux \u00e9lev\u00e9s sont en partie compens\u00e9s par les co\u00fbts d&#039;exploitation relativement faibles et la longue dur\u00e9e de vie des installations.<\/p>\n<p>Toutefois, les d\u00e9fis \u00e9conomiques, notamment les d\u00e9passements de co\u00fbts et les retards de construction, ont eu un impact n\u00e9gatif sur la comp\u00e9titivit\u00e9 de l\u2019\u00e9nergie nucl\u00e9aire par rapport aux autres sources d\u2019\u00e9nergie, en particulier les sources d\u2019\u00e9nergie renouvelables, dont les co\u00fbts diminuent rapidement.<\/p>\n<p>Les perspectives d\u2019avenir de l\u2019\u00e9nergie nucl\u00e9aire d\u00e9pendront en grande partie du succ\u00e8s des nouvelles technologies, telles que les petits r\u00e9acteurs modulaires, pour r\u00e9duire les co\u00fbts et relever les d\u00e9fis \u00e9conomiques auxquels l\u2019industrie est
