La Gr\u00e8ce, de par sa situation g\u00e9ographique particuli\u00e8re et ses besoins \u00e9nerg\u00e9tiques croissants, se trouve \u00e0 un tournant d\u00e9cisif pour son avenir \u00e9nerg\u00e9tique. L&#039;\u00e9nergie nucl\u00e9aire est l&#039;une des options d\u00e9battues \u00e0 l&#039;\u00e9chelle internationale, bien que peu d\u00e9velopp\u00e9e en Gr\u00e8ce. Mais combien de r\u00e9acteurs nucl\u00e9aires seraient r\u00e9ellement n\u00e9cessaires pour couvrir les besoins \u00e9nerg\u00e9tiques du pays\u00a0?<\/p>\n<h2>La situation \u00e9nerg\u00e9tique actuelle de la Gr\u00e8ce<\/h2>\n<p>La Gr\u00e8ce consomme environ 50 \u00e0 55 TWh d&#039;\u00e9lectricit\u00e9 par an. Le mix \u00e9nerg\u00e9tique du pays a consid\u00e9rablement \u00e9volu\u00e9 au cours de la derni\u00e8re d\u00e9cennie, avec une r\u00e9duction progressive de la d\u00e9pendance au lignite et une augmentation des \u00e9nergies renouvelables (EnR) et du gaz naturel.<\/p>\n<p>La r\u00e9partition de la production d\u2019\u00e9lectricit\u00e9 comprend :<\/p>\n<ul>\n<li>Lignite (environ 15-20%)<\/li>\n<li>Gaz naturel (environ 35-40%)<\/li>\n<li>Sources d&#039;\u00e9nergie renouvelables (environ 30-35%)<\/li>\n<li>Hydro\u00e9lectrique (environ 10%)<\/li>\n<li>Importations (environ 5-10%)<\/li>\n<\/ul>\n<p>La Gr\u00e8ce s\u2019est fix\u00e9 des objectifs ambitieux de r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre et de transition vers l\u2019abandon des combustibles fossiles dans le cadre du Pacte vert europ\u00e9en.<\/p>\n<h2>\u00c9nergie nucl\u00e9aire : caract\u00e9ristiques de base<\/h2>\n<p>Les r\u00e9acteurs nucl\u00e9aires modernes disposent d&#039;une capacit\u00e9 de production d&#039;\u00e9lectricit\u00e9 importante. Les r\u00e9acteurs nucl\u00e9aires les plus courants construits aujourd&#039;hui ont une capacit\u00e9 comprise entre 1\u00a0000 et 1\u00a0600 MWe (m\u00e9gawatts d&#039;\u00e9nergie \u00e9lectrique).<\/p>\n<p>Par exemple:<\/p>\n<ul>\n<li>Le r\u00e9acteur europ\u00e9en \u00e0 eau pressuris\u00e9e (EPR) a une puissance d&#039;environ 1 650 MWe<\/li>\n<li>Les AP1000 de Westinghouse ont une puissance d&#039;environ 1 100 MWe<\/li>\n<li>Les r\u00e9acteurs VVER-1200 russes ont une capacit\u00e9 d&#039;environ 1 200 MWe<\/li>\n<\/ul>\n<p>Un r\u00e9acteur nucl\u00e9aire typique d\u2019une puissance de 1 200 MWe fonctionnant \u00e0 un facteur de charge de 90% (ce qui est typique des centrales nucl\u00e9aires) peut produire environ 9,5 TWh d\u2019\u00e9lectricit\u00e9 par an.<\/p>\n<h2>De combien de r\u00e9acteurs la Gr\u00e8ce aurait-elle besoin ?<\/h2>\n<p>Sur la base de la consommation annuelle d&#039;\u00e9lectricit\u00e9 de la Gr\u00e8ce (environ 50 \u00e0 55 TWh), nous pouvons calculer le nombre de r\u00e9acteurs nucl\u00e9aires qui seraient n\u00e9cessaires pour couvrir enti\u00e8rement les besoins du pays :<\/p>\n<p>50-55 TWh \u00f7 9,5 TWh par r\u00e9acteur = 5-6 r\u00e9acteurs<\/p>\n<p>Ainsi, th\u00e9oriquement, 5 \u00e0 6 r\u00e9acteurs nucl\u00e9aires de technologie moderne, d&#039;une capacit\u00e9 de 1 200 MWe chacun, pourraient couvrir tous les besoins en \u00e9lectricit\u00e9 de la Gr\u00e8ce.<\/p>\n<p>Cependant, en pratique, aucun syst\u00e8me \u00e9nerg\u00e9tique ne repose uniquement sur une seule source d&#039;\u00e9nergie pour des raisons de s\u00e9curit\u00e9 d&#039;approvisionnement et de gestion de la consommation. Par cons\u00e9quent, un sc\u00e9nario plus r\u00e9aliste comprendrait\u00a0:<\/p>\n<ul>\n<li>2-3 r\u00e9acteurs nucl\u00e9aires qui couvriraient la charge de base (40-60% de besoins)<\/li>\n<li>Sources d&#039;\u00e9nergie renouvelables pour les besoins 30-40%<\/li>\n<li>Syst\u00e8mes de stockage d&#039;\u00e9nergie et centrales au gaz naturel pour couvrir la demande de pointe et \u00e9quilibrer le r\u00e9seau<\/li>\n<\/ul>\n<h2>Donn\u00e9es \u00e9conomiques<\/h2>\n<p>Le co\u00fbt de construction d&#039;un r\u00e9acteur nucl\u00e9aire moderne varie entre 6 et 9 milliards d&#039;euros, selon le type et le lieu d&#039;implantation. Cela repr\u00e9sente environ 5\u00a0000 \u00e0 7\u00a0500 euros par kilowatt de puissance install\u00e9e.<\/p>\n<p>Pour la Gr\u00e8ce, la construction de trois r\u00e9acteurs nucl\u00e9aires n\u00e9cessiterait un investissement initial d&#039;environ 18 \u00e0 27 milliards d&#039;euros. Il s&#039;agit d&#039;un investissement important, mais il doit \u00eatre envisag\u00e9 dans le contexte suivant\u00a0:<\/p>\n<ul>\n<li>La dur\u00e9e de vie des r\u00e9acteurs (plus de 60 ans pour les conceptions modernes)<\/li>\n<li>Les co\u00fbts d&#039;exploitation relativement faibles<\/li>\n<li>La stabilit\u00e9 des prix du combustible nucl\u00e9aire<\/li>\n<li>Empreinte carbone nulle pendant le fonctionnement<\/li>\n<\/ul>\n<p>Le co\u00fbt actualis\u00e9 de l\u2019\u00e9lectricit\u00e9 (LCOE) des centrales nucl\u00e9aires varie entre 60 et 140 euros\/MWh, en fonction du taux de financement et d\u2019autres facteurs.<\/p>\n<h2>D\u00e9fis et limites<\/h2>\n<h3>Contraintes g\u00e9ographiques et sismiques<\/h3>\n<p>La Gr\u00e8ce est situ\u00e9e dans une r\u00e9gion sismiquement active, ce qui accro\u00eet les d\u00e9fis techniques li\u00e9s \u00e0 la construction et \u00e0 l&#039;exploitation s\u00fbres des installations nucl\u00e9aires. Cela n&#039;exclut pas le recours \u00e0 l&#039;\u00e9nergie nucl\u00e9aire, car des pays pr\u00e9sentant une activit\u00e9 sismique similaire, comme le Japon, disposent de programmes nucl\u00e9aires importants, mais cela n\u00e9cessite des conceptions parasismiques avanc\u00e9es et des mesures de s\u00e9curit\u00e9 suppl\u00e9mentaires.<\/p>\n<h3>D\u00e9fis techniques<\/h3>\n<p>Le r\u00e9seau \u00e9lectrique grec n\u00e9cessiterait des am\u00e9liorations importantes pour supporter les grandes centrales nucl\u00e9aires. De plus, l&#039;interconnexion des r\u00e9gions insulaires demeure un d\u00e9fi, m\u00eame si l&#039;\u00e9nergie nucl\u00e9aire pourrait assurer un approvisionnement \u00e9nerg\u00e9tique stable aux r\u00e9gions continentales.<\/p>\n<h3>Acceptation sociale<\/h3>\n<p>En Gr\u00e8ce, l&#039;acceptation de l&#039;\u00e9nergie nucl\u00e9aire est limit\u00e9e par le public, influenc\u00e9e par des accidents historiques tels que Tchernobyl et Fukushima. Un programme nucl\u00e9aire n\u00e9cessiterait une information et une consultation publiques approfondies.<\/p>\n<h3>Gestion des d\u00e9chets<\/h3>\n<p>La gestion des d\u00e9chets nucl\u00e9aires repr\u00e9sente un d\u00e9fi majeur qui n\u00e9cessite des solutions de stockage et de gestion \u00e0 long terme. La Gr\u00e8ce devra d\u00e9velopper les infrastructures et un cadre institutionnel pour la gestion de ces d\u00e9chets.<\/p>\n<h2>Solutions alternatives et approches compl\u00e9mentaires<\/h2>\n<p>Au lieu de se tourner imm\u00e9diatement vers l\u2019\u00e9nergie nucl\u00e9aire, la Gr\u00e8ce pourrait se concentrer sur :<\/p>\n<ul>\n<li>Poursuite du d\u00e9veloppement des sources d\u2019\u00e9nergie renouvelables, en exploitant leur riche potentiel solaire et \u00e9olien<\/li>\n<li>Investissements dans les syst\u00e8mes de stockage d&#039;\u00e9nergie \u00e0 grande \u00e9chelle<\/li>\n<li>R\u00e9seaux intelligents et gestion de la demande<\/li>\n<li>Interconnexions avec les pays voisins pour renforcer la s\u00e9curit\u00e9 d&#039;approvisionnement<\/li>\n<li>Les petits r\u00e9acteurs modulaires (SMR) comme option future avec un co\u00fbt initial inf\u00e9rieur et une plus grande flexibilit\u00e9<\/li>\n<\/ul>\n<h2>Conclusions<\/h2>\n<p>Th\u00e9oriquement, 5 \u00e0 6 r\u00e9acteurs nucl\u00e9aires modernes pourraient couvrir tous les besoins en \u00e9lectricit\u00e9 de la Gr\u00e8ce, mais un sc\u00e9nario plus r\u00e9aliste et \u00e9quilibr\u00e9 inclurait 2 \u00e0 3 r\u00e9acteurs compl\u00e9t\u00e9s par des sources d&#039;\u00e9nergie renouvelables et des syst\u00e8mes de stockage.<\/p>\n<p>L&#039;introduction de l&#039;\u00e9nergie nucl\u00e9aire dans le mix \u00e9nerg\u00e9tique grec n\u00e9cessiterait une planification rigoureuse, des investissements importants et la r\u00e9solution de probl\u00e8mes techniques et sociaux. Cependant, elle offrirait s\u00e9curit\u00e9 \u00e9nerg\u00e9tique, stabilit\u00e9 des prix et r\u00e9duction des \u00e9missions de carbone.<\/p>\n<p>La d\u00e9cision de d\u00e9velopper l&#039;\u00e9nergie nucl\u00e9aire est multifactorielle et requiert un dialogue national, un consensus et un engagement \u00e0 long terme, car elle concerne de nombreuses g\u00e9n\u00e9rations. L&#039;exp\u00e9rience d&#039;autres pays de taille similaire, comme la Finlande, la R\u00e9publique tch\u00e8que ou la Bulgarie, pourrait \u00eatre utile \u00e0 la Gr\u00e8ce.<\/p>\n<p>Quelle que soit la d\u00e9cision concernant l\u2019\u00e9nergie nucl\u00e9aire, la Gr\u00e8ce doit continuer \u00e0 investir dans les sources d\u2019\u00e9nergie renouvelables, l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique et les technologies de r\u00e9seau intelligent pour cr\u00e9er un syst\u00e8me \u00e9nerg\u00e9tique durable et
