La decisione di delignitizzare, ovvero eliminare gradualmente le centrali elettriche a lignite, rappresenta una delle sfide ambientali ed energetiche pi\u00f9 significative per il Paese. Mentre il Paese cerca di ridurre la propria impronta di carbonio e di allinearsi agli obiettivi climatici dell&#039;Unione Europea, si stanno ricercando fonti energetiche alternative che possano sostituire la lignite. Un&#039;opzione discussa a livello internazionale, ma che rimane controversa, \u00e8 l&#039;energia nucleare. In questo articolo, analizzeremo se l&#039;energia nucleare possa essere parte della soluzione per la delignitizzazione della Grecia.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Lo stato attuale della delignificazione in Grecia<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Il calendario e gli obiettivi<\/h3>\n<p class=\"whitespace-normal\">Nel 2019, il governo greco ha annunciato un ambizioso piano per la completa delignitizzazione entro il 2028, una tempistica poi accelerata al 2025. L&#039;esperienza di Fukushima ha dimostrato che anche i paesi pi\u00f9 avanzati con elevati standard di sicurezza possono trovarsi ad affrontare gravi problemi in caso di calamit\u00e0 naturali.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Disponibilit\u00e0 di risorse idriche<\/h3>\n<p class=\"whitespace-normal\">Le centrali nucleari richiedono notevoli quantit\u00e0 d&#039;acqua per il raffreddamento. In un Paese che gi\u00e0 affronta problemi di scarsit\u00e0 d&#039;acqua e con i crescenti impatti dei cambiamenti climatici, la disponibilit\u00e0 di risorse idriche per il raffreddamento dei reattori nucleari potrebbe rappresentare un fattore limitante.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Posizionamento<\/h3>\n<p class=\"whitespace-normal\">Trovare un luogo adatto per una centrale nucleare in Grecia \u00e8 estremamente complicato, considerando:<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">L&#039;elevata densit\u00e0 di popolazione nelle zone costiere<\/li>\n<li class=\"whitespace-normal break-words\">Il valore turistico e ambientale di molte aree<\/li>\n<li class=\"whitespace-normal break-words\">La necessit\u00e0 di collegamento alla rete elettrica<\/li>\n<li class=\"whitespace-normal break-words\">I requisiti per le zone di esclusione e i piani di evacuazione<\/li>\n<\/ul>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Parametri economici<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Costi di investimento e finanziamento<\/h3>\n<p class=\"whitespace-normal\">Il costo di costruzione di una moderna centrale nucleare \u00e8 stimato tra i 6 e i 9 miliardi di euro per un&#039;unit\u00e0 di medie dimensioni (1-1,5 GW). In un momento in cui la Grecia sta cercando di controllare il proprio debito pubblico, un investimento del genere richiederebbe ingenti finanziamenti internazionali ed eventualmente partenariati pubblico-privati.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Tempo di implementazione<\/h3>\n<p class=\"whitespace-normal\">Dalla progettazione alla messa in servizio, una centrale nucleare richiede in genere 10-15 anni. Dato l&#039;obiettivo di delignitizzazione entro il 2028, l&#039;energia nucleare non pu\u00f2 essere una soluzione immediata per sostituire la lignite.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Competitivit\u00e0 dei costi<\/h3>\n<p class=\"whitespace-normal\">Sebbene i costi di esercizio delle centrali nucleari siano relativamente bassi, il costo totale di produzione (LCOE \u2013 Levelized Cost of Energy) resta superiore a quello delle fonti energetiche rinnovabili, in particolare eolica e solare, i cui costi continuano a diminuire.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Soluzioni alternative per la delignificazione<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Espansione delle fonti energetiche rinnovabili (FER)<\/h3>\n<p class=\"whitespace-normal\">La Grecia ha un potenziale estremamente elevato per le fonti di energia rinnovabile:<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">Energia solare: con oltre 2.800 ore di sole all&#039;anno, la Grecia \u00e8 tra i paesi con il pi\u00f9 alto potenziale solare in Europa.<\/li>\n<li class=\"whitespace-normal break-words\">Energia eolica: aree come il Mar Egeo offrono condizioni eccellenti per i parchi eolici, sia sulla terraferma che in mare aperto.<\/li>\n<li class=\"whitespace-normal break-words\">Energia geotermica: aree come Lesbo, Nisyros e Milos hanno un notevole potenziale geotermico.<\/li>\n<li class=\"whitespace-normal break-words\">Energia idroelettrica: esistono opportunit\u00e0 di espansione sia per i progetti idroelettrici di grandi che per quelli di piccole dimensioni.<\/li>\n<\/ul>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Sistemi di accumulo di energia<\/h3>\n<p class=\"whitespace-normal\">Per far fronte alla variabilit\u00e0 delle fonti energetiche rinnovabili, la Grecia pu\u00f2 sviluppare sistemi di accumulo di energia:<\/p>\n<ul class=\"[&amp;:not(:last-child)_ul]:pb-1 [&amp;:not(:last-child)_ol]:pb-1 list-disc space-y-1.5 pl-7\">\n<li class=\"whitespace-normal break-words\">Accumulo di energia tramite pompaggio: progetti come il complesso di Amfilochia (680 MW) e Amari, Creta (90 MW).<\/li>\n<li class=\"whitespace-normal break-words\">Batterie di grandi dimensioni: il loro costo \u00e8 in costante calo, rendendole economicamente sostenibili.<\/li>\n<li class=\"whitespace-normal break-words\">Idrogeno verde: produzione di idrogeno tramite elettrolisi da fonti rinnovabili per lo stoccaggio a lungo termine.<\/li>\n<\/ul>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Interconnessioni e reti intelligenti<\/h3>\n<p class=\"whitespace-normal\">Il rafforzamento delle interconnessioni con i paesi e le isole limitrofe, come il progetto &quot;Greater Interconnection&quot; delle Cicladi e di Creta, pu\u00f2 migliorare l&#039;utilizzo delle fonti rinnovabili e la sicurezza energetica. Allo stesso tempo, le reti intelligenti consentono una gestione pi\u00f9 efficiente della domanda e dell&#039;offerta di energia elettrica.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Il gas naturale come combustibile di transizione<\/h3>\n<p class=\"whitespace-normal\">Il gas naturale, con emissioni di CO2 inferiori di circa 501 TP3 T rispetto alla lignite, pu\u00f2 essere un combustibile di transizione. Progetti come il gasdotto East Med e i terminali di gas naturale liquefatto (GNL) di Alessandropoli e Revithoussa rafforzano questa prospettiva.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Esperienze ed esempi internazionali<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Paesi che adottano l&#039;energia nucleare<\/h3>\n<p class=\"whitespace-normal\">Paesi come la Francia (70% di produzione di energia nucleare), la Finlandia (nuovo reattore Olkiluoto 3) e il Regno Unito (ampliamento di Hinkley Point) continuano a investire nell&#039;energia nucleare come parte della loro strategia di decarbonizzazione.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Paesi che rifiutano l&#039;energia nucleare<\/h3>\n<p class=\"whitespace-normal\">Al contrario, la Germania ha chiuso i suoi ultimi reattori nucleari nel 2023, l&#039;Italia ha respinto l&#039;energia nucleare con un referendum nel 2011, mentre anche Austria e Danimarca hanno escluso questa opzione, concentrandosi sulle energie rinnovabili e sull&#039;efficienza energetica.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">L&#039;esempio del Portogallo<\/h3>\n<p class=\"whitespace-normal\">Il Portogallo, un paese di dimensioni ed economia simili alla Grecia, ha raggiunto un&#039;impressionante penetrazione delle fonti rinnovabili (oltre 601 TP3T di produzione di energia elettrica) senza l&#039;energia nucleare, investendo in parchi eolici e fotovoltaici, nonch\u00e9 in progetti di accumulo.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Quadro giuridico e normativo<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">legislazione greca<\/h3>\n<p class=\"whitespace-normal\">Sebbene non vi sia un divieto esplicito, il quadro giuridico greco non include disposizioni specifiche per lo sviluppo di impianti di produzione di energia nucleare. Sarebbero necessarie ampie iniziative legislative e l&#039;istituzione di un&#039;autorit\u00e0 di regolamentazione specializzata in materia di sicurezza nucleare.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Quadro europeo<\/h3>\n<p class=\"whitespace-normal\">L&#039;Unione Europea ha recentemente incluso l&#039;energia nucleare nella sua &quot;tassonomia verde&quot; come investimento sostenibile a determinate condizioni, riconoscendone il contributo alla lotta al cambiamento climatico. Tuttavia, la decisione finale sul suo utilizzo rimane di competenza degli Stati membri.<\/p>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">Trattati internazionali<\/h3>\n<p class=\"whitespace-normal\">La Grecia ha firmato il Trattato di non proliferazione delle armi nucleari ed \u00e8 membro dell&#039;Agenzia internazionale per l&#039;energia atomica (AIEA), partecipando attivamente agli sforzi internazionali volti a promuovere l&#039;uso sicuro della tecnologia nucleare.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Accettazione sociale e dibattito pubblico<\/h2>\n<h3 class=\"text-lg font-bold text-text-100 mt-1 -mb-1.5\">L&#039;opinione pubblica in Grecia<\/h3>\n<p class=\"whitespace-normal\">I sondaggi mostrano che la maggioranza dei greci \u00e8 contraria allo sviluppo dell&#039;energia nucleare nel paese, con preoccupazioni incentrate sulla sicurezza e sulla gestione dei rifiuti. Informare e coinvolgere le comunit\u00e0 locali \u00e8 fondamentale per garantire il consenso sociale.<\/p>\n<h2 class=\"text-xl font-bold text-text-100 mt-1 -mb-0.5\">Conclusioni<\/h2>\n<p class=\"whitespace-normal\">La delignificazione in Grecia \u00e8 un processo complesso che richiede un&#039;attenta pianificazione e una combinazione di diverse tecnologie e politiche.
